Elites' Trends Towards the Future of Cultural Diplomacy in Saudi Arabia Under Vision 2030: A Foresight Study

Abstract

This study aims to uncover the future trends of cultural diplomacy in the Kingdom of Saudi Arabia by monitoring the attitudes of elites towards the communication efforts made to support Vision 2030 in the cultural field through initiatives and programs provided by all relevant parties. It also seeks to identify the variables that may influence its course and present all possibilities regarding the future of cultural diplomacy in Saudi Arabia and its programs directed at the world.
This study adopted the Delphi method, a scientific approach aimed at surveying the opinions of a group of experts, totaling 36, on the phenomenon under study through two phases. The study concluded with a set of results, the most prominent of which was that the factor of hosting international events ranked first as the most influential factor in the communication efforts of Saudi cultural diplomacy, and one of the most important areas through which it was able to convey Saudi culture as a human and cultural commonality with audiences from other countries. The study's results also confirmed a strong digital presence of Saudi cultural diplomacy programs through the active and extensive participation in all activities held and their coverage on various digital platforms, and that these platforms will witness further development in the future.
Moreover, the majority of experts in the study sample anticipated that the communication efforts of Saudi cultural diplomacy would see future development compared to the current period.
